Black Doom is the leader of the Black Arms Aliens. 50 years ago he collabarted with Jerald Robotnik to create the ultimate lifeform so he could get the Chaos Emeralds.

Black Doom is no ally however. The Black Arms aliens from the Black Comet want to take over Earth (Mobius?) for humans are "a great energy source".
