These are Sally's parents. Unlike most of the adults from before Robotnik's take over, neither of these two was Robotozied. Max (took me forever to find his real name) was banished to the void, an alternate dimesnion (zone).
Alicia had fallen ill and into a coma. Where Alicia was I have yet to learn.
Max eventually escaped the void, but his mind was still trapped in thinking it was in the void. Eventually Max came to his senses but he has been confined to a wheelchair.
